I'd also go for a feature that lets you chose in an hourly interval, since internationally different time zones and time/date display standards become easily confusing.

Also, the character tab could include several "characters" in a list with a picture/portrait and the name of the character. Then, if you click the character, you see the character page much like a user profile with statistics such as age, weight, height, species, likes, dislikes, etc. This could all be completely adjustable like the customizable fields of the profiles. Then each of those character pages will have its own gallery/folder where you can store all the pieces featuring the character. To achieve this you could add a new field to the submission management labeled "add characters" besides the "add tags" and "add to collection" fields. If you then upload the submission it will appear in your regular gallery and the assigned collections and additionally under your character page, while still remaining the same submission. So the "galleries" of the characters would actually only be special folders.

The term could also be confused with a collection feature like the one at Weasyl, where a user can collect the artwork that was done for him by an artist.
Sounds like a nice counter part to the already existing popular category where artists and their work are shown who already are popular to some degree.
I actually wouldn't mind seeing the whole description with tags, comments, etc. under the actual submission. A toggle would work for me.
The fetish material was just an idea for those who don't wan to to see that sort of thing, but still want to see adult situations and an alternative to blacklist everything on your own. But if all fetishes are blacklisted by default that would solve the problem off course. I wonder how they're gonna do that, though. That list would be long!
That's a wee bit coarse. I think promotes and favorites already do a good job to let and artist know you appreciate his work.
While option 1 and 2 seem to be the easier ones, I think 3 could work since it offers the most control for both parties (artists can post clean and/or adult sheets, and commissioners can view the respective sheet depending their settings). Also I think that if an artist really means to make money with his work, I guess it would be a reasonable step to upload two price sheets to satisfy as most potential customers as possible. And if for the viewer it would be able to simply switch between clean and adult sheets, I don't think this would be too much trouble. So I think I'm gonna settle for option 3.
