Why not just mimic Pixiv's system of public/private favorites?

Private favorites would only increment the favorite counter of a submission and not send any notifications while public favorites would send notifications.

Nope, unless flagging someone shows them as flagged for every other user. Might've clicked the flag button by accident waiting for the drop down since I didn't get any feedback for flagging them in the first place.

Should also point out this was on the desktop layout.
