Add a drop down filter for finding submissions.
And average user may see searching by tags as "too difficult" or "too much work". A lot just want a simple 'point and click' to get to the latest submissions of that said category.

Design would either need to go with tags or with a drop-down filter. Tags allow more individuality with searches and allow users to have their own categories. A mix of drop-down filters and tags could get messy. We will be staying with tags.
